NPA Explains Delay in Truck Transit Parks Concession Renewal

The Nigerian Ports Authority (NPA) has defended the delay in renewing its concession agreement with Truck Transit Parks (TTP), stating that the process is aimed at developing a more robust and transparent operational framework.

The agreement covers the management of the electronic call-up system, also known as ETO system, which regulates truck movements into Nigerian ports.

Comprehensive Review to Improve Port Logistics

According to Ikechukwu Onyemekara, General Manager, Corporate and Strategic Communications, the Authority is conducting a detailed review of the existing concession.

The review aims to:

  • Address stakeholder concerns
  • Evaluate system performance
  • Identify operational gaps
  • Strengthen long-term efficiency

He noted that the process is deliberate to ensure a more sustainable and effective logistics framework.

ETO System Credited with Reducing Apapa Congestion

The NPA described the ETO system as a landmark intervention that significantly reduced traffic congestion in Apapa.

Before its introduction, the Apapa corridor experienced severe gridlock that disrupted:

  • Port operations
  • Economic activities
  • Daily commuting

The system has since improved traffic flow, restored order to truck movements, and enhanced access to the ports.

“No one can wish away the impact of the ETO system,” Onyemekara stated.

Operations Continue Despite Contract Expiry

Although the concession agreement with TTP has expired, the NPA confirmed that operations have not been disrupted.

Onyemekara explained that the contract includes provisions ensuring continuity during transition, allowing the system to remain active while the review is ongoing.

This ensures:

  • Uninterrupted port access
  • Stable logistics operations
  • Continued traffic management

Stakeholder Concerns Under Review

The Authority acknowledged that stakeholders raised concerns during the implementation phase, including:

  • Operational inefficiencies
  • System challenges
  • Service expectations

The ongoing review provides an opportunity to assess both NPA and TTP performance and implement necessary improvements.

Future of ETO System Under Evaluation

The review process, being conducted jointly by NPA and TTP, will determine the future structure of the ETO system.

He also hinted that the Authority is inclined to retain and improve the system, given its proven success.

The NPA’s decision to delay the renewal of the TTP concession reflects a strategic effort to strengthen Nigeria’s port logistics framework.
