In a major stride toward modernising Nigeria’s maritime administration, the Nigerian Shippers’ Council (NSC) has officially launched its Enterprise Content Management System (ECMS), reinforcing the Federal Government’s commitment to digital transformation and improved public-service delivery.
The landmark event, held in Abuja, gathered top government officials and industry stakeholders who unanimously described the initiative as a turning point for efficiency, transparency, and competitiveness in the maritime sector.
A New Era of Efficiency and Transparency
Secretary to the Government of the Federation (SGF), Senator George Akume, CON, hailed the ECMS as “a tool that will significantly enhance operational efficiency, eliminate administrative delays, and elevate the quality of public service delivery.”
He urged Ministries, Departments, and Agencies (MDAs) across Nigeria to emulate the Shippers’ Council’s proactive embrace of digital tools.
A Strategic Boost for the Blue Economy
Minister of Marine and Blue Economy, His Excellency Adegboyega Oyetola, CON, described the launch as both “timely and strategic.”
According to him, digitalisation is no longer optional for nations seeking global relevance in maritime trade.
“Technology is essential for transparency and competitiveness. The Shippers’ Council’s digital leap strengthens the foundation for more efficient service delivery,”

He reaffirmed that digital transformation remains central to the Ministry’s long-term vision of positioning Nigeria as a globally competitive maritime nation.
Civil Service Endorsement: A Model for Other Agencies
The Head of Civil Service of the Federation, Mrs. Didi Esther Walson-Jack, OON, applauded NSC for being the first agency to invite her to an ECMS unveiling, noting that the Council had demonstrated leadership in the Federal Government’s digitalisation agenda.
She described the ECMS as:
- A digital ecosystem that eliminates delays
- A tool that prevents document loss
- A system that improves unity and clarity across departments
Walson-Jack reiterated the Federal Government’s goal of achieving a fully digital, paperless public service by the end of 2025, calling for continuous training and staff capacity development.
NSC Reaffirms Commitment to Innovation
Earlier in his welcome remarks, NSC’s Executive Secretary/CEO, Dr. Pius Akutah, MON, said the ECMS is a core pillar of the Council’s transformation agenda. The system is designed to eradicate manual file movement, eliminate bureaucratic bottlenecks, and align the Council with global best practices in regulatory service delivery.
He expressed gratitude to the SGF, Minister, HoCSF, industry stakeholders, and the Council’s staff for their contributions toward making the project a reality. He urged NSC personnel to fully adopt the platform and leverage its benefits for greater institutional impact.

Stakeholders present at the event praised the Shippers’ Council for pioneering such a transformative platform. Many expressed readiness to support broader adoption of the system across other government agencies.
