With the emergence of e-commerce and with online vendors becoming mainstream in Nigeria, it became necessary to have courier services that could make speedy deliveries.
This involved introducing different vehicles suitable for such deliveries, such as tricycles and motorcycles since these vehicles could manoeuvre through heavy traffic in busy cities. The introduction of these vehicles made logistics services more accessible and created a further need to be regulated.
The guidelines for the regulation of courier and logistics in Nigeria are the Courier and Logistics Services (Operations) Regulations 2020. This was approved in July 2020 with the objective to “provide a regulatory framework for effective and efficient Courier and Logistic Services licensing processes and procedures and the regulation of the Courier and Logistics industry in Nigeria”.
The Regulations apply not only to licensed Courier and Logistics service providers but also to companies seeking a licence to operate Courier and/or Logistics Services.
The following licences are provided for:
· International courier licence, for international logistics services.
· National courier licence, for nationwide logistics services.
· Regional courier licence, for logistics services within a geopolitical region in the country.
· State courier licence, for logistics services within a state.
· Municipal courier licence, for logistics services within a city.
· Special SME courier licence, for logistics services having not more than 5 motorcycles, that operate within a particular city.
The Nigerian Postal Service (NIPOST), was regulating only the big companies in the logistics sector such as AMG Logistics, DHL (Dalsey, Hillblom, and Lynn International), GIG (God is Good), and ABC; the evolutions in the logistics space created a need to regulate the smaller players.
The Courier and Logistics Services (Operations) Regulations defines Courier and logistics services as follows:
Logistics: “services which include haulage, conveyance, dispatch or delivery of items or goods weighing not less than 50kg”
Courier: “door-to-door time-sensitive and secured service and includes delivery of documents parcel, merchandise, cargo whose total weight is not less than 0.5 KG and not more than 50KG”.
